City Declares State of Emergency, Calls for Election Delay

MIDDLETON–The City of Middleton Common Council declared a state of emergency in response to the Covid-19 outbreak with measures including closing public buildings and some services and conducting virtual meetings. The council is also called on Governor Tony Evers to delay the April 7 election.

City election staff are concerned the election will be impacted by the Governor’s orders not to gather in groups larger than ten and social distancing. 

City administrator Mike Davis said he can’t imagine how the election will be conducted. He noted that there has been a surge in absentee ballots that are overwhelming staff. 

“Lining people up in public places where we are already banning ten people from gathering is just somewhat ridiculous,” Davis said. 

Council president Dan Ramsey called the idea asinine.

This was not the way it was supposed to end.

Josie Lemirande and her Middleton girls basketball teammates dreamed of hoisting a gold ball at the WIAA Division 1 state tournament in Green Bay last weekend.

Instead, roughly 19 hours before the Cardinals’ state semifinal game with Oconomowoc, Lemirande heard a knock on her hotel door.

“We were all sleeping,” said Lemirande, who was sharing a room with teammates Sitori Tanin, Karina Bursac and Kendall Roquet. “Nobody wanted to get the door, so I finally did. And I as I was going there, I just had a bad feeling.”

With good reason.

The WIAA made the difficult decision of canceling all remaining winter sports — including the girls’ state basketball tournament — due to concerns over the spread of COVID-19. And now, several Cardinals were at the door with the heartbreaking news.

Jeff Kind just can't catch a break

Jeff Kind, Middleton’s girls basketball coach, insists you shouldn’t shed a tear for him.

Kind has taken 11 different teams to the WIAA Division 1 state tournament.

He’s helped the Cardinals win at least a share of 11 Big Eight Conference titles since the 2006-’07 season.

And he’s had a large hand in making countless girls better basketball players — and human beings — during his more than four decades in coaching.

But it’s hard not to have a bit of sympathy for Kind these days.

The one thing that has eluded Kind — his white whale, if you will — is a state championship. Middleton’s 2020 team seemed poised to change all of that, to capture the first state title in school history and reward Kind with his first-ever gold ball.

Amazingly, though, this year’s tournament was cancelled on March 19 due to concerns over the spread of COVID-19.

If it wasn’t for bad luck at the state tournament, Kind wouldn’t have any.

County, Local Cities Restrict Gatherings, Close Schools

DANE COUNTY–Schools in Dane County are officially closed, restaurants have been told to limit capacity and gatherings restricted to 50 or less as of Sunday afternoon.

Dane County Executive Joe Parisi, Janel Heinrich, Director of Public Health Madison & Dane County and Madison Mayor Satya Rhodes-Conway held a press conference to inform the public about the new restrictions, designed to slow the spread of COVID-19.

The school closure took effect immediately and students will be out until at least April 6. 

The ban on gatherings of 50 or more is indefinite. The following businesses are exempt from the gathering ban: 

• Childcare facilities

• Homeless shelters and day centers

• Libraries

• Office spaces

• Grocery stores

• Hotels and motels

Evers Orders Schools Closed

MADISON­-Gov. Tony Evers today directed Department of Health Services (DHS) Secretary-designee Andrea Palm to issue an agency order mandating the statewide closure of all K-12 schools, public and private, as part of the state’s efforts to respond to and contain the spread of COVID-19 in Wisconsin.

The mandated closure will begin on March 18, in order to give school districts ample time to make plans for kids, families, educators, and staff. School districts, particularly those in counties with reported cases of COVID-19, may choose to close earlier than Wednesday. The anticipated reopening date is April 6, 2020; however, the reopening date is subject to change pending further information.

Ethics Complaint

Several people have asked me why we did not report the name of the city employee involved in a recent ethics complaint. I have also gotten the question of why we did not release information from the complaint. Since I have fielded so many calls and emails about the coverage in the Middleton Review, I decided to address it here. 

First, I want to say that we have known about the complaint since it was filed on Dec. 20, 2019. In addition, we have had a copy of the complaint since that time, and we knew the name of the employee accused of the violation. Why didn’t we write about those things, you ask? It’s quite simple; an attorney advised against it.

Because this is considered an employee disciplinary measure, the attorney told me that we could be sued for publicly naming the employee. In addition, the document was leaked to me and the person who leaked it refused to be used as a source in a story.

Marie C. Medina

MADISON–Marie C. Medina, age 102, of Madison, passed away on March 6, 2020 at home surrounded by her family. She was born on December 23, 1917, in Oxnard, CA, the daughter of Jesus Cabral and Carmen (Chairez) Cabral. She married Jose Guadalupe Medina on February 12, 1939 in Los Angeles, CA and they had 12 beautiful children. Marie and Jose celebrated their 50th wedding anniversary in Mexico in 1989 with all of their children present.
